There are 90 Registered Sex Offenders in an average American neighborhood. Do you know who they are and where they live? There are SORes everywhere these days. One can log-on to State or City website to find offenders in their area. Does this cure the problem?
John Couey who abducted little Jessica, as well as many other repeat offenders, was found in violation of his probation.

"Dean Arthur Schwartzmiller, despite having been arrested at least nine times in multiple states and serving twelve years in prison, was not a registered sex offender in any state... Today, there are 550,000 registered sex offenders in the state registries. However, over 100,000 of those offenders are non-compliant, many literally missing" - Justice Department.

"The man (DeanSchwartzmiller) used a brilliant intellect to befriend families, and then prey on their children. When discovered, he’d run, when caught, he’d jump bail. When taken to court, he would attack his victims. But along the way, no one knew he was keeping record of victims that could number into the thousands." --- Dateline, John Larson Report.

Technology makes it much easier for predators to acquire victims, while dramatically reducing the chances they will be caught. In all 50 states, sexual activity with an underage child is illegal; however, experts estimate that 1 in 5 girls & 1 in 10 boys will be sexually exploited before they reach adulthood.
